Current Status and Development Outlook of Circular Economy Planning in China

Circular economy is the crucial economic developing mode to boom the resources utilization and environmental protection. As one of the basic management systems stipulated by the Law of Circular Economy Promotion of China, circular economy planning is the feasible means that can guarantee the practice of the theory. On the base of an analysis of origin and implications of circular economy, the development progress of circular economy planning was reviewed, and their phases divided by developing characteristics, named as exploration stage, implementation stage and the new stage of ecological civilization. Meanwhile, the planning methodologies as well as their suitability were analyzed and compared, and existing indicator systems in circular economy planning were listed. Aiming at existing problems in circular economy planning, it was proposed that under the background of eco-civilization establishment, the theoretical innovation, methodological innovation and guarantee system innovation of circular economy planning should be strengthened.
