Assessment Methods and Case Studies of Pollution Reducing Effects from Cleaner Production Technologies

Abstract
The cleaner production technology is the core of cleaner production for reducing the generation of pollutants from the source. Currently, according to the national administration, emission reduction measures were divided into structural emissions reduction, engineering emissions reduction and management emissions reduction. In this regime, only the effect of middle and high cost projects of cleaner production was estimated, weakened the important role of cleaner production technologies. It is of great importance in understanding the role of long-term reduction rule of cleaner production to estimate the pollution reduction contribution from cleaner production technology in the long-period conditions accurately and objectively. The model of pollution reducing effects by cleaner production technology was established, and the pollution emissions reduction by cleaner production technologies in the thermal power industry from 1950 to 2013 was calculated. It shows that in 64 years, cleaner production technologies had reduced 317 million tons of SO2 totally, which was 2.3 times of the end-of-pipe treatment. As far as development trend concerned, the potential of the end-of-pipe emission reduction technology in China thermal power industry has approached the limit, the role of reducing pollution of the cleaner production technology will continue to increase in the future. Therefore, it is the inevitable choice to strengthen R&D and promotion of cleaner production technologies for achieving China's long-term goal on pollution reduction.
