我国减污降碳与地区经济发展水平差异研究

Research on the difference in air pollution and carbon dioxide reduction and regional economic development levels in China

  • 摘要: 我国正处于经济转型与快速发展时期,二氧化碳与大气污染物的协同减排是经济社会发展的挑战,同时也是推动经济结构绿色转型,加快形成绿色生产、生活方式,助推高质量发展的重大机遇。因此,全面了解我国各地区减污降碳与经济发展水平,有助于国家和地方政府因地制宜地制定减污降碳相关政策。构建了减污-降碳-经济综合评价指标体系,选择2016年和2018年30个省(自治区、直辖市)的能源经济与污染物及二氧化碳排放数据,利用灰色关联度法对各地区减污、降碳和经济指标进行综合评价,分析各项指标发展情况。通过对指标间二元、三元耦合协调度计算,分析各地区指标发展协调情况。根据各地评价指标得分及耦合协调度数据因地制宜地提出减污降碳与地区经济发展建议。

     

    Abstract: China is in a period of economic transformation and rapid development. Coordinated emission reduction of carbon dioxide and air pollutants is a challenge for economic and social development on the one side, and on the other side it is also an important opportunity to promote the green transformation of economic structure, accelerate the formation of green production mode and lifestyle, and boost high-quality development. Thus a comprehensive understanding of the air pollution and carbon dioxide reduction and economic development levels in various regions of China will be helpful for national and local governments to formulate policies related to "air pollution and carbon dioxide reduction" according to local conditions. Therefore, an "air pollution reduction-carbon dioxide reduction-economic development" comprehensive evaluation index system was constructed, and energy economy, pollutants and carbon dioxide emission data of 30 provinces/municipalities/autonomous regions in 2016 and 2018 were selected to make the comprehensive evaluation of the pollution reduction, carbon dioxide reduction and economic indicators of various regions using the grey correlation degree method, and the development status of various indicators was analyzed. In addition, the coordination of the three indicators in each region was analyzed, through the calculation of the binary coupling coordination degree and ternary coupling coordination degree of indicators. Based on the evaluation index scores and the coordination degree data of various regions, suggestions on air pollution and carbon dioxide reduction and regional economic development were put forward according to local conditions.
