Abstract:
Ecological environment zoning control and territorial spatial planning are both measures to establish regional spatial zoning systems and achieve territorial spatial classification control. However, the two systems have different emphases in terms of content, and there are problems such as unclear content and technique connections in the practical process. It is thus urgent to clarify the relationship between the two systems. We analyze the similarities and differences between ecological environmental zoning control and territorial spatial planning in terms of management requirements, technical logic, and main achievements, and summarize local practices of integration in ecological environment zoning control and territorial spatial planning compilation. The results show that the two systems have the same basic concepts in the national strategy to promote ecological civilization construction, jointly maintaining the development and protection pattern, and promoting high-quality development. However, each system has its focus, and the two cannot be replaced by each other. The ecological environment zoning control focuses on environmental quality control, while the objective of territorial spatial planning is use regulation. Ecological environment zoning control connects with ecological protection red lines and use regulation results of territorial spatial planning, which can achieve full consistency in the results of ecological protection red lines and control requirements. The territorial spatial planning connects with the results of the current situation analysis, environmental quality improvement goals, and ecological environment access list of ecological environment zoning control, which can promote more consideration of ecological and environmental constraints in optimizing industrial layout, infrastructure layout, and mineral resource development layout in territorial spatial planning. In the stage of government investment promotion, the two systems can work together to ensure the scientific location and reasonable layout of the projects.
