某闲置化工地块土壤钴污染来源及修复目标值确定研究

Research on the sources and remediation target value of soil cobalt contamination at a decommissioned chemical plant site

  • 摘要: 随着化工企业的搬迁与产业升级,大量闲置化工地块正面临着土壤重金属污染问题,其中钴(Co)因其潜在的生态与健康风险备受关注。以河北某闲置化工地块为研究对象,结合调查数据分析了土壤钴浓度空间分布状况及来源,采用相对累积频率法确定地块土壤钴环境背景上限值作为修复目标值。结果表明:1)地块502个土壤样品钴的浓度分布范围为1.02~85.5 mg/kg,其中有160个超过GB 36600—2018《土壤环境质量 建设用地土壤污染风险管控标准(试行)》中第一类用地筛选值(20 mg/kg),超标率达31.9%,最大超标倍数3.28倍。2)采用统计学方法确定地块土壤钴环境背景上限为61 mg/kg,明显高于GB 36600—2018附录A中根据土壤类型(潮土、褐土)确定的钴背景值(20 mg/kg),以及河北省区域背景值(32.9 mg/kg)。3)采用地块尺度钴土壤环境背景上限(61 mg/kg)作为修复目标值,较之直接以筛选值(20 mg/kg)作为地块土壤钴的修复目标值,可大幅度减少修复体量,节约修复资金2.166×107元。研究可为高背景地块合理制定修复目标值,优化风险管控策略,减少不必要修复成本提供科学依据,符合绿色低碳和可持续发展的需求。

     

    Abstract: With the relocation and industrial upgrading of chemical enterprises, a large number of idle chemical sites are facing soil heavy metal pollution issues. Among these heavy metals, cobalt (Co) has attracted significant attention due to its potential ecological and health risks. This study focused on an idle chemical site in Hebei Province and analyzed the spatial distribution of soil cobalt concentrations and sources based on survey data. Using the relative cumulative frequency method, we determined the upper limit of environmental background value of soil cobalt in the site as the remediation target value. The results showed: 1) The cobalt concentrations in 502 soil samples from the site ranged from 1.02 to 85.5 mg/kg. Among them, 160 samples exceeded the screening value for the first category of land use (20 mg/kg) specified in Soil Environmental Quality - Risk Control Standard for Soil Contamination of Development Land (GB 36600-2018), with an exceedance rate of 31.9% and a maximum exceedance multiple of 3.28. 2) The upper limit of the environmental background value of cobalt in the site soil was determined to be 61 mg/kg using statistical methods, which significantly exceeded the cobalt background value (20 mg/kg) determined based on the soil types (Fluvo-aquic soil and Cinnamon soil) in Appendix A of GB 36600-2018, as well as the regional background value of Hebei Province (32.9 mg/kg). 3) The site-scale upper limit of soil cobalt environmental background (61 mg/kg) used as the remediation target value could significantly reduce the remediation volume compared with that of directly using the screening value (20 mg/kg) as the remediation target value for soil cobalt in the site, saving 2.166×107 yuan in remediation funds. This study can provide a scientific basis for reasonably formulating remediation target values, optimizing risk control strategies, and reducing unnecessary remediation costs in high-background sites, which is in line with the strategic needs of green low-carbon development and sustainable development.
