山东省农业面源污染控制分区及农业经济-污染的EKC检验

Delineation of agricultural non-point source pollution control and EKC test of the agricultural economy-pollution nexus in Shandong Province

  • 摘要: 山东省作为农业大省,其农业经济的快速发展伴随着日益严峻的农业面源污染挑战。为精准推进污染治理,以山东省为例,通过农业面源污染控制分区划分及环境库兹涅茨曲线(EKC)检验,系统分析其污染特征与发展阶段。基于2012—2022年山东省16个地级市的面板数据,构建一套风险等级-污染类型双重分区体系,识别不同区域的污染特征;并借助EKC模型,分城市、分污染源检验农业经济增长与面源污染之间关系,深入分析其区域差异与发展阶段。结果表明:在各地级市人均农业产值整体稳步增长的背景下,全省农业面源污染排放总量逆势下降37.97%,空间分布与经济格局呈反向特征;污染分区呈现风险降级、类型简化的演进特征,高风险区全面退出,畜禽养殖驱动的单一污染型成为最主要的污染类型;山东省EKC关系呈现“3正N+1倒N型”的异质性,多数城市在研究期末面临污染反弹压力。研究显示,山东省农业面源污染治理已进入攻坚期,治理策略需依据分区结果与EKC特征,转向分区分类、因源施策的精准防控模式。

     

    Abstract: As a major agricultural province, Shandong Province has experienced rapid development of agricultural economy, which ha been accompanied by increasingly severe challenges of agricultural non-point source (NPS) pollution. To accurately promote pollution control, this study took Shandong Province as an example and systematically analyzed its pollution characteristics and development stages through the division of agricultural NPS pollution control zones and the Environmental Kuznets Curve (EKC) test. Based on panel data from 16 prefecture-level cities in Shandong Province from 2012 to 2022, the study innovatively constructed a "risk type" dual zoning system to identify pollution characteristics in different regions. Furthermore, using the EKC model, the relationship between agricultural economic growth and non-point source pollution was tested by city and pollution sources, and the regional differences and development stages were analyzed in depth. The results showed that the backdrop of steady overall growth in per capita agricultural output value across prefecture-level cities, the total amount of agricultural NPS emissions in the province had decreased by 37.97%, opposite to the economic growth trend, and the spatial distribution and economic pattern showed a reverse characteristic. The pollution zoning presented an evolutionary feature of "risk downgrading and type simplification", with high-risk areas having completely exited, and single pollution types driven by livestock and poultry breeding having become the main type of pollution. The EKC relationship in Shandong Province exhibited heterogeneity of "3 N-shaped curves and 1 inverted N-shaped curve", with most cities facing pollution rebound pressure at the end of the study period. The research shows that the control of agricultural NPS pollution in Shandong Province has entered a critical period, and future control strategies need to shift towards a precise prevention and control model based on zoning results and EKC characteristics, with a focus on zoning-classification and source-targeted measures.
