基于层次分析法的活力海岸评价方法与应用

Evaluation methodology and application of living shorelines based on analytic hierarchy process

  • 摘要: 针对活力海岸修复技术和管理需求,在活力海岸评价指标体系构建基础上,采用层次分析法构建了活力海岸评价方法,并以射阳海洋生态保护修复项目开展案例评价。基于准则层、一级指标和二级指标的层次结构进行指标权重专家打分,根据活力海岸修复技术应用场景构建行政单元、生产岸线、生活岸线和生态岸线四类评价指标赋权体系,结合指标权重专家打分进行差异化赋权,实现同一组指标多组权重的弹性评价,契合开发保护协同框架下的海岸带修复目标。射阳案例评价结果显示,海岸带修复工程实施后,活力海岸综合评价指数提升,其中潮间带生物多样性的恢复是综合效益提升的关键。未来岸线修复与监测管理应进一步拓展维度,实现海岸带地貌、生态、经济等多层面的综合修复和可持续发展。

     

    Abstract: To address the technical and management requirements for living shoreline restoration, a living shoreline evaluation methodology was developed by using the Analytic Hierarchy Process (AHP), based on the living shoreline evaluation indicator system. This method was demonstrated through a case study of the Sheyang Marine Ecological Protection and Restoration Project. A hierarchical structure consisting of criterion layer, primary indicators, and secondary indicators was constructed. Based on the application scenarios of living shoreline restoration technology, a weighting system for four types of evaluation indicators was established, including administrative units, production shorelines, residential shorelines, and ecological shorelines. By incorporating expert scoring for indicator weights, a differentiated weighting approach was achieved, allowing flexible evaluations of the same group of indicators with multiple sets of weights, which aligned with the collaborative framework of development and protection for coastal restoration goals. The trial evaluation results from the Sheyang case indicated an improvement in the comprehensive evaluation index of living shoreline following the implementation of coastal restoration projects, with the recovery of intertidal biodiversity being key to the overall improvement. Future shoreline restoration and monitoring management should broaden their scope to adopt an integrated approach that encompasses coastal geomorphology, ecology, and economy for holistic restoration and sustainable development.
