海南热带岛屿农村生活污水处理设施时空分布及对策建议

Spatiotemporal distribution and countermeasures of rural domestic sewage treatment facilities in tropical islands of Hainan

  • 摘要: 为探究热带岛屿地区农村生活污水治理现状、处理模式适配性及设施运维成效,以海南岛18个市(县)741处农村生活污水处理设施为对象,通过实地勘察与资料查阅,结合空间统计分析等方法,系统评估农村生活污水的治理率、处理模式、运行问题及运维机制。结果表明:1)在治理现状方面,海南岛18市(县)农村生活污水治理率在63.85%~100%,全岛平均达80.1%,显著高于全国平均水平,治理率分布未呈现明显空间聚集性,但热点区域集中于山地湿润区如五指山市、白沙县,两地治理率分别高达100%和96.01%;2)在处理模式方面,共有“纳管”“远郊滨水达标排放治理”“集中资源化治理”和“分散资源化治理”四类处理模式,其中分散资源化处理模式占比达62.6%;3)在设施运行方面,48.6%的设施存在运行问题,主因可归结为极端天气影响、设备故障及工艺与区域不匹配,其中山地湿润区问题率最高(64.3%);4)在运维模式方面,呈现“政府主导、多元参与”特征,本地主体表现出较好适应性。研究表明,海南岛农村生活污水治理在收集、模式选择、设施质量与运维等方面仍面临挑战,亟待根据时空分布特征制定优化对策,研究结果可为海南及其他热带相似地区污水治理提供参考。

     

    Abstract: To investigate the current status, model suitability, and operational effectiveness of rural domestic wastewater treatment in tropical island regions, this study examined 741 rural domestic wastewater treatment facilities across 18 cities and counties in Hainan Province. Through field investigations, literature review, and spatial statistical analysis, a systematic evaluation was conducted on the treatment rate, treatment models, operational issues, and maintenance mechanisms of rural domestic governance. The results indicated that: (1) In terms of governance status, the rural domestic wastewater treatment rate in the 18 cities and counties of Hainan ranged between 63.85% and 100%, with a provincial average of 80.1%, significantly higher than the national average. The distribution of treatment rates did not exhibit significant spatial clustering, though hotspot areas were concentrated in mountainous and humid regions such as Wuzhishan and Baisha, where treatment rates were as high as 100% and 96.01%, respectively. (2) Regarding treatment models, four categories were identified: "connection to municipal networks""treatment with compliance discharge in rural suburban waterfront areas ""centralized resource-oriented treatment", and "decentralized resource-oriented treatment". Among these, decentralized resource-oriented treatment accounted for 62.6% of the surveyed facilities. (3) In terms of facility operation, 48.6% of the facilities faced operational issues, primarily attributed to extreme weather, equipment failure, and treatment process-region mismatch. The mountainous humid region recorded the highest problem rate (64.3%). (4) In terms of maintenance models, a "government-led, multi-stakeholder participation" approach was observed, with local entities demonstrating good adaptability. The study reveals that challenges remain in wastewater collection, model selection, facility quality, and operation and maintenance, necessitating optimized strategies based on spatiotemporal distribution characteristics. The findings offer insights for wastewater governance in Hainan and other comparable tropical regions.
